CDE - Reading/Language Arts Framework

2007 Reading/Language Arts Framework Rollout

The State Board of Education adopted the framework on April 17, 2006 with minor revisions. Specific attention was paid to the Criteria for Evaluating Instructional Materials in Reading/Language Arts. The current Reading/Language Arts State Board-approved instructional programs are based on the guidelines for teaching reading/language arts outlined in the framework. The framework spells out an approach to curriculum, assessment, instruction, materials selection, and professional development that establishes a structure for teaching language arts. All the components are aligned with one another and are based on the California English Language Arts Content Standards for each grade. The content standards are included within the framework in each set of instructions for teaching at a particular grade level.

The standards designate what to teach; the framework provides guidance in how to teach using approaches that ensure all students, including those with special learning needs, have opportunities to learn and to reach grade level standards.

The framework is designed as a comprehensive guide which:

  • Presents the goals and key components of an effective language arts program
  • Describes curriculum content and instructional practices needed for students to master the content areas
  • Describes appropriate assessment tools and methods to ensure each student's progress toward achieving specific knowledge, skills, and understanding in language arts
  • Suggests specific strategies to promote access to appropriately challenging curriculum for students with special needs
  • Describes the system of support, including professional development, that should be in place for effective implementation of rigorous and coherent language arts instructional programs
  • Specifies requirements for instructional resources, including print and electronic learning resources
